A consortium of local organizations in the Black Hills commissioned the South Dakota Public Policy Institute, a project of the Chiesman Center for Democracy, to conduct a Community Needs Assessment study in the Black Hills area.

Areas included in this assessment are Butte
County, Lawrence County, Meade County, Fall River County, Custer County and Pennington County. The consortium was composed of:

  • Chiesman Foundation For Democracy (CFFD)
  • City of Rapid City
  • Community Connections of the Black Hills
  • Dahl Arts Center

  • John T. Vucurevich Foundation
  • Lutheran Social Services of South Dakota
  • Pennington County Alcohol & Drug Programs
  • Regional Health
  • Rural America Initiatives
  • Southern Hills Alcohol & Drug Programs
  • United Way of the Black Hills
  • Volunteers of America - Black Hills
  • Youth & Family Services
The purpose of the needs assessment study is to provide service organizations within the Black Hills communities with information about the gaps in services and the quality of the services being delivered. Additionally, the study gives the various providers information about
the general effectiveness of their services and some insight into the procedures for addressing
specific implementation strategies and delivery modalities. Some of the members of the coalition have a broad mandate to serve the whole Black Hills area, while some members are
focused within a town or county. The data gathered from the study helps both types of providers by preserving their organization mandate or taking into consideration an expansion of needed services.
